Google Ads: Complete PPC, Search & Campaign Management Guide
Google Ads is Google's advertising platform for reaching potential customers across Search and other Google advertising inventory. Successful PPC management involves far more than choosing keywords and setting a budget: advertisers need reliable conversion measurement, appropriate bidding, relevant ads, strong landing pages and disciplined campaign analysis. This guide forms part of our wider Google playbook.
What Does Google Ads Actually Do?
Google Ads lets advertisers compete for paid visibility across several Google advertising environments while optimising towards defined marketing and business objectives.
Capture Existing Demand
Search campaigns can reach users already expressing a need through their search query, making keyword and search-intent analysis especially important.
Create or Expand Demand
Visual and automated campaign types can reach audiences before they perform a direct high-intent search, supporting awareness, consideration and conversion objectives.
Optimise Towards Outcomes
Modern Google Ads increasingly relies on conversion and value signals. Reliable measurement therefore becomes part of campaign strategy rather than a reporting task added later.
Account → Campaign → Ad Group → Ad
A clean account structure makes targeting, measurement and optimisation easier to understand.
Account
The top-level Google Ads environment containing campaigns, conversion goals, billing, access, shared assets and other account-wide configuration.
Campaign
Controls major settings such as campaign type, budget, bidding, geography, goals and other high-level targeting or delivery configuration.
Ad Group / Asset Group
Search commonly uses ad groups to organise closely related intent. Other campaign types, including Performance Max, use different structures such as asset groups.
Ads & Assets
Headlines, descriptions, images, videos, sitelinks and other creative elements give Google's systems material to assemble and show to users.
Choose a Campaign Type That Matches the Objective
Do not choose a campaign type simply because it is the newest or most automated. Start with how and where customer demand exists.
Search
Keyword-led campaigns designed to reach people searching for relevant products, services or solutions. Strong for direct demand capture.
Performance Max
Goal-based multi-channel campaigns that use assets, conversion goals, signals and automation across eligible Google advertising inventory.
Demand Gen
Visual campaign type designed around audience discovery and demand generation across Google surfaces, with Display inventory increasingly moving into Demand Gen.
Shopping
Product-feed-driven advertising tied closely to ecommerce product data and Google Merchant Center .
App
Campaigns focused on suitable app acquisition, engagement or other app-related objectives using automated distribution across Google inventory.
Start With Search Intent, Not a Giant Keyword List
A good Search campaign groups commercially related intent, connects it with relevant ad messaging and sends users to an appropriate landing page.
Research Demand
Use actual customer language and tools such as Google Keyword Planner to understand potential keyword themes, demand, commercial signals and location differences.
Group Similar Intent
Keep closely related searches together so ads and landing pages can address a clear customer need instead of attempting to serve every query from one generic ad group.
Match the Landing Page
The destination should continue the promise made in the query and ad. Sending specialised searches to a generic homepage can reduce both user experience and campaign efficiency.
Broad, Phrase and Exact Match Explained
Match type controls how closely a user's search needs to relate to the keyword, but modern Google Ads matching is meaning-based rather than a literal character-matching system.
Broad Match
plumber londonBroad match has the widest reach and can match related searches beyond the literal keyword wording. It is also the default keyword match type.
Best use: potentially powerful when conversion tracking, Smart Bidding and negative-keyword management are strong enough to support broader interpretation.
Phrase Match
"plumber london"Phrase match is more restrictive than broad match but can still match searches that express the meaning of the keyword rather than requiring an identical phrase.
Best use: useful when the advertiser wants more control while still allowing Google to recognise closely related intent.
Exact Match
[plumber london]Exact match gives the tightest matching control of the three options but can still match searches with the same meaning or intent rather than only one identical typed phrase.
Best use: useful when closely controlling valuable high-intent search themes.
Keyword ≠ Search Term
Confusing these two concepts makes Search campaign optimisation much harder.
Keyword
The keyword is the targeting input the advertiser adds to the Search campaign or ad group.
Search Term
The search term is the actual user query associated with the ad interaction. It may differ substantially from the exact wording of the keyword.
Use Search Terms to Improve the Campaign
The search-terms workflow helps reveal whether Google's matching systems are bringing in useful customer intent or wasting spend on irrelevant queries.
Review Search Terms
Inspect actual queries associated with campaign traffic instead of evaluating keywords only at aggregate level.
Find Valuable Themes
Strong converting searches can reveal additional keyword, ad, landing-page or content opportunities.
Add Negative Keywords
Exclude clearly irrelevant search themes so budget can focus more heavily on queries capable of generating useful business outcomes.
Repeat the Process
Search behaviour changes over time. Search-term review should be an ongoing optimisation process rather than a one-time launch task.
Build Ads Around the Searcher's Need
Responsive Search Ads provide multiple headlines and descriptions that Google can combine. The raw number of assets matters less than their usefulness and variety.
Write Distinct, Useful Assets
Avoid creating fifteen slightly rewritten versions of the same headline. Give Google's system genuinely different information: the service, benefit, location, differentiator, qualification, proof point or call to action.
The ad should connect naturally with both the search intent and the landing page. When those three layers tell different stories, the user experience breaks down.
Quality Score Is Not Ad Rank
These concepts are related to ad quality but perform different roles inside Google Ads.
Quality Score
Quality Score is a keyword-level diagnostic score from 1 to 10. It helps you understand how the quality of the keyword, ad and landing-page experience compares with other advertisers.
Ad Rank
Ad Rank is calculated at auction time and helps determine whether an ad is eligible to show and where it may appear.
Fix Conversion Tracking Before Trusting Automation
Smart Bidding can only optimise towards the signals it receives. Incorrect conversion measurement can train automated bidding towards the wrong business outcome.
Define the Business Outcome First
Before choosing a conversion-based bid strategy, identify which actions actually create value. A form-button click is not necessarily a lead, and a lead is not necessarily a qualified customer.
Use Google Tag Manager to deploy and debug suitable event measurement, and Google Analytics for broader behavioural analysis.
For lead-generation businesses, deeper offline or qualified-lead measurement can be particularly valuable because it teaches Google which enquiries actually became worthwhile business outcomes.
Primary vs Secondary Conversion Actions
Not every measured event should tell Google's bidding system what success looks like.
Primary Conversion
Primary actions can be used for bidding optimisation when the campaign is optimising towards the associated conversion goal. Reserve this status for outcomes that genuinely represent campaign success.
Secondary Conversion
Secondary actions are useful for observation and reporting but are not normally used as bidding optimisation signals. This can be useful for micro-actions you want to understand without treating them as the main goal.
The Bad Setup
If page views, generic button clicks, scroll events and every minor interaction are configured as primary outcomes, automated bidding can learn that low-value behaviour is the campaign objective.
Choose the Bid Strategy Around the Real Business Goal
There is no universally best bid strategy. Conversion quality, values, budget constraints and the commercial goal should determine the approach.
Maximise Conversions
Designed to generate as many conversions as possible within the campaign budget, using conversion tracking as the optimisation foundation.
Target CPA
Google adjusts auction-time bids to try to achieve conversions around the average acquisition-cost target entered by the advertiser.
Maximise Conversion Value
Optimises towards the total value generated rather than treating every conversion as equally important.
Target ROAS
Uses conversion values to optimise towards a specified return-on-ad-spend target where the campaign and measurement setup support it.
If the campaign is told that an unqualified enquiry or meaningless interaction is a valuable conversion, automated bidding may become very effective at generating exactly that low-quality behaviour.
Target-Based Bidding Is Changing From 17 August 2026
Google is updating the behaviour of eligible target-based bidding campaigns that are constrained by budget. For affected Target CPA and Target ROAS campaigns, Google says the system will seek to deliver more consistently towards the stated target rather than continuing to substantially outperform a looser target while remaining budget-limited.
For example, a campaign with a £10 Target CPA that has consistently achieved approximately £5 CPA may begin using additional available opportunity to move closer to the stated £10 target unless the advertiser updates the target to reflect the efficiency actually required.
The practical lesson is simple: do not leave a target in the account that no longer reflects the real business objective. Review target CPA and target ROAS settings alongside budget and recent actual performance.
Enhanced Conversions & Offline Lead Data in 2026
Lead-generation advertisers increasingly need to connect ad clicks with what happens after the initial enquiry.
Google Is Consolidating Enhanced Conversion Workflows
Google began accepting user-provided conversion data through multiple implementation routes simultaneously in 2026 and moved enhanced conversions for web and leads towards a more unified configuration.
For advertisers importing offline conversions or enhanced conversion lead data programmatically, Google also moved the upload architecture towards the Data Manager API from 15 June 2026, with older Google Ads API upload methods restricted.
This matters most to businesses where the initial online lead is only the beginning of the sales process. Importing qualified or completed outcomes can give campaign optimisation a better understanding of which leads ultimately create value.
Understand the Inputs Before Handing More Decisions to Automation
Performance Max is a goal-based multi-channel campaign type designed to complement keyword-led Search while using Google's automation across eligible advertising inventory.
Performance Max Is Not “Launch and Forget”
The advertiser still controls crucial inputs: conversion goals, budgets, creative assets, product feeds where relevant, audience signals, search themes, exclusions and the quality of the landing-page experience.
For retail campaigns, Performance Max can use product information from Google Merchant Center.
The strongest automation usually starts with strong business data. Weak conversion signals, poor product data and generic assets do not become good marketing merely because Google's system distributes them automatically.
Performance Max Gives Advertisers More Control Than It Once Did
Recent improvements make it easier to guide and restrict automated campaigns without converting Performance Max into a traditional keyword campaign.
Search Themes
Performance Max now supports a larger number of search themes per asset group, giving advertisers more room to communicate valuable commercial search concepts to Google's systems.
Campaign Negatives
Negative keywords and negative-keyword lists can be used at campaign level for relevant Search and Shopping inventory, providing stronger query exclusion controls.
Audience Signals
Audience signals are generally added at asset-group level and provide useful guidance rather than forming a hard audience boundary around all campaign delivery.
Retail Data
For ecommerce businesses, accurate Merchant Center product data remains a critical Performance Max input alongside conversion values and creative assets.
Display Advertising Is Moving Into Demand Gen
Google's visual advertising architecture is changing, so older guides that treat Display as a permanently separate campaign ecosystem are becoming outdated.
Demand Gen Is Becoming the Home of Google Display Inventory
Demand Gen is designed for visual demand creation and conversion campaigns across surfaces including YouTube, Shorts, Discover, Gmail, Maps and Google Display Network inventory.
Google began a phased migration process in June 2026 allowing eligible advertisers to move existing Display campaigns into Demand Gen. Google has also announced that, later, new Display campaigns will be created within Demand Gen rather than through the old standalone Display campaign workflow.
When reading older PPC tutorials, check whether the instructions were written before this migration rather than assuming every historic Display workflow still reflects the current account experience.
The Click Is Only Half the Campaign
Paid traffic cannot compensate indefinitely for a confusing, irrelevant or slow destination.
Relevance
The landing page should clearly satisfy the search intent and continue the offer presented by the advertisement.
Usability
Make the next action obvious. Avoid hiding the offer behind clutter, unnecessary pop-ups or complicated navigation.
Performance
A slow or unstable page can damage paid traffic efficiency. Use PageSpeed Insights to investigate real-user and lab performance.
On-Page Quality
Strong paid landing pages often benefit from the same clarity, content structure and intent alignment discussed in our on-page SEO guide.
A Better Google Search Ads Workflow
Start with demand and conversion quality, then improve targeting and economics using actual campaign evidence.
Define Conversions
Decide which business outcomes should count as campaign success.
Research Demand
Use Keyword Planner, customer language and existing search data.
Group Intent
Build coherent ad groups around related customer needs.
Align Ads & Pages
Make query, advertisement and landing-page message consistent.
Launch & Learn
Use validated tracking and allow enough data for useful evaluation.
Review Search Terms
Identify both valuable themes and irrelevant spend.
Add Negatives
Exclude query patterns that repeatedly fail the business-intent test.
Improve Economics
Judge CPA, ROAS and conversion quality rather than CTR alone.
Feed Back Sales Data
Where possible, distinguish qualified leads and revenue outcomes.
Scale Carefully
Increase opportunity without silently loosening the business objective.
Report on Business Performance, Not Vanity Metrics
Impressions and clicks are useful diagnostic metrics. Profitability depends on what happens after the click.
Cost per Acquisition
Compare campaign acquisition cost with the actual value and quality of the customer or lead generated.
Return on Ad Spend
For value-based campaigns, analyse the revenue or assigned value generated relative to advertising spend.
Google Analytics
Use GA4 to understand landing-page engagement and wider customer behaviour beyond the Google Ads interface.
Looker Studio
Build combined client and business reporting through Looker Studio when multiple marketing and analytics sources need to be presented together.
Google Ads and Google Business Profile
Local businesses can connect paid advertising with real location and Business Profile information, but advertising does not replace organic local optimisation.
Business Profile
Maintain accurate business information, categories, reviews and local customer-facing details through Google Business Profile.
Paid Local Visibility
Suitable Google Ads campaigns can use location-related business information and paid targeting to reach customers in commercially important areas.
Organic Local Search
Paid visibility is separate from organic Maps and local search ranking. Strong businesses often use Ads and local SEO together rather than assuming one replaces the other.
Google Ads vs SEO
Paid and organic search solve different acquisition problems, but the data from each can improve the other.
Google Ads
Paid search can generate visibility quickly when campaigns are eligible to serve and the advertiser is willing to compete in the auction.
- Paid placement
- Auction and budget controlled
- Fast testing of commercial search demand
- Detailed paid conversion data
- Visibility depends on campaign eligibility and spend
Organic SEO
SEO focuses on earning organic search visibility through relevance, crawlability, content, architecture, authority and the broader systems described in our Google ranking factors guide .
- Organic search visibility
- No CPC for an organic click
- Usually slower to build
- Can compound over time
- Depends on wider search-system signals
Google Ads search-term and conversion data can reveal commercially valuable intent for SEO research. In the other direction, Search Console can reveal organic query and landing-page demand that may deserve paid search testing.
Common Google Ads Mistakes
Most expensive Google Ads problems come from measurement, targeting and business-strategy errors rather than from one wrong interface setting.
Optimising for Clicks Instead of Customers
High CTR and cheap CPC mean little when the resulting traffic does not produce qualified leads, sales or meaningful customer value.
Bad Conversion Tracking
Duplicate events, button clicks counted as leads and irrelevant primary conversions can teach automated bidding the wrong objective.
Using Broad Match Without Governance
Broad match can be powerful, but weak conversion data and neglected search terms can allow irrelevant queries to consume substantial budget.
Ignoring Negative Keywords
Regular search-term analysis is needed to identify clearly irrelevant themes that should not continue competing for budget.
Chasing Quality Score as the KPI
Quality Score is diagnostic. Improving relevance and user experience can be valuable, but the business goal remains profitable customer acquisition.
Sending Everything to the Homepage
A generic homepage frequently provides a weaker experience than a landing page built around the user's specific commercial intent.
Treating Performance Max as Automatic Profit
Automation still depends on conversion quality, creative inputs, commercial economics, product data and appropriate controls.
Leaving Outdated Bid Targets
Targets should reflect the business objective. A loose historical target can cause the bidding system to optimise differently from what the advertiser actually wants.
Changing Too Much Too Quickly
Frequent simultaneous changes to budget, bidding, targeting, ads and conversion configuration make it difficult to identify which intervention caused the performance change.
Google Ads Works Better With the Right Supporting Tools
Keyword research, tracking, analytics, ecommerce feeds and reporting each solve a different part of the advertising workflow.
Keyword Planner
Use Google Keyword Planner to explore keyword ideas, historical demand, targeting and advertising competition signals.
Tag Manager
Use Google Tag Manager to deploy and debug suitable conversion and measurement tags.
Google Analytics
Use Google Analytics to understand behaviour after users arrive on the website.
Merchant Center
Ecommerce advertisers should maintain high-quality product data through Google Merchant Center for Shopping-related advertising.
Common Questions About Google Ads
Quick answers covering keywords, Quality Score, Ad Rank, conversions, bidding, Performance Max and Demand Gen.
01 What is Google Ads?
Google Ads is Google's advertising platform for running paid campaigns across Search and other eligible Google advertising inventory. Advertisers can optimise campaigns towards objectives such as leads, sales, traffic or conversion value.
02 What are the Google Ads keyword match types?
The principal Search keyword match types are broad match, phrase match and exact match. Broad provides the greatest reach, phrase provides more control, and exact is the most restrictive of the three, although modern matching is based on meaning and intent rather than literal text alone.
03 What is the difference between a keyword and a search term?
A keyword is the targeting term added by the advertiser. A search term is the actual user query associated with the ad interaction. One keyword can therefore match multiple different search terms.
04 Is Quality Score used directly in Google Ads auctions?
No. Quality Score is a diagnostic 1–10 keyword-level measure. Auction-time Ad Rank uses separate auction-time calculations including bid and quality signals such as expected CTR, ad relevance and landing-page experience.
05 What is Ad Rank?
Ad Rank is calculated at auction time and helps determine whether an advertisement can show and its potential position. Bid, auction-time ad quality, thresholds and other contextual factors can contribute.
06 Does Smart Bidding require conversion tracking?
Conversion-based Smart Bidding relies on conversion measurement. Before using strategies such as Target CPA or Maximise Conversions, make sure the campaign is measuring the correct business outcomes accurately.
07 What is the difference between primary and secondary conversions?
Primary conversion actions can be used for bidding optimisation when the campaign uses the associated goal. Secondary conversion actions are generally used for observation and reporting rather than bidding optimisation.
08 What is Performance Max?
Performance Max is a goal-based campaign type that uses Google's automation across eligible advertising inventory from one campaign. Advertisers still provide important inputs such as conversion goals, assets, audience signals, search themes and suitable exclusions.
09 Is Google Display being replaced by Demand Gen?
Google is moving existing eligible Display campaigns and Google Display Network inventory into the Demand Gen campaign environment. The migration began in phases during 2026, and Google has announced that new Display campaign creation will ultimately move into Demand Gen.
10 Is Google Ads better than SEO?
They serve different purposes. Google Ads buys auction-based visibility while SEO aims to earn organic search visibility. Many businesses use both and share keyword, landing-page and conversion insights between the two channels.

Strong Google Ads management begins before the first bid. Define the commercial outcome, implement reliable conversion tracking, understand the search demand, match ads to real customer intent and send traffic to useful landing pages. Once that foundation is reliable, Smart Bidding, Performance Max, Demand Gen and other automated systems have better information from which to make decisions. Continue analysing search terms, negative keywords, conversion quality, CPA, ROAS and downstream revenue rather than allowing clicks or headline platform scores to become the business objective.
